is there any postponement of final attempt if fail to attach copies of itt,orientation certificates along with form103

One on my client who provide consultancy services annual sum of services of him is Rs.4-5 lacs, he was taken service tax registration in last month so please tell me about that it is mandatory to charge service tax from client after taking service tax registration certificate or he should file NIL return?

Dear sir,

I have written cs executive exams june 2014 attempt.But when I went to examination center there was no display of mine Roll No.and also they have no information regarding my exam.ICSI does not provide any information to them.Beacuse of this I have seen so much problems on tht day. After half n hour they provide me Question paper and answersheet to write the exams. I wrote exams only for 2.30 hours maximum.They took my paper on time and also not provide extra time.when I went to Superintedent of Examination they rejected to provide me acknowledgement for written of exams only for 2.30hours.And told me that It is a mistake from institute side so we have no authority to provide any acknowledgement.
I also Mailed about this matter to Institute. but no reply of mail.

Please suggest me what to do ?????
