Please inform me whether there is any rule or guidence or ban from ICAI on members not to issue certificates such as Turnover certificate, Net Worth Certificate etc ( other than statutory Audit Report) addressed to "Whom so ever it may concern". Please give me the authoritative reference of Circular/Notification etc. If it is mentioned in the professional ethics please let me know the reference.

Whether Department can accept Form 15G for an HUF? HUF is receiving Interest income from unsecured Loans given to other parties who deduct the Tax at Source amounting to Rs. 10000/- on Interest income of Rs. 100,000/- HUF have no any other Income.
Other conditions of Form 15G satisfied.
