Applicability of e-sugam

We are regularly purchasing HDPE and Gum tape [Packing Material ].
My query weather e-Sugam is applicable for above products..?, if not applicable, can anyone please provide me the notification or any source documents for this...

Res Sir , We ABC LTD. - HARYANA have received a goods from M/S. XYZ LTD.- RAJASTHAN for job work . and we have processed the goods and retuned to M/S. XYZ LTD. view of this transection who is lible to issue - F - FROM , ONLY - ABC LTD.
OR M/S. XYZ LTD.
OR BOTH.

Purchase for consumption

Can a unregistered purchaser of U.P purchase product from Delhi? Because unregistered Purchaser cant arrange Form 38, If he can purchase than what is the procidure???
