whether form F will apply, in case the dealer do stock transfer of exempted goods i.e sees for sowing (agricultural product)

Seeds for sowing purpose is generally exempted commodity in the VAT Act, therefore under CST act also it is exempted. Hence, F form is not needed for the stock transfer made to other states.
