What exactly does EEPC license meant for and what does it mean ?

We are manufacturer and regular exporter under LUT.
We have developed new part and want to export for approval from customer.
We also want to recover above part value from our customer.
Query: -
1) We can send new part without ARE-1 and recover invoice value, is this any procedure because we have problem in our system to creating ARE-1.

2) Is this any procedure we can send material without ARE-1 and recover the invoice value.

some of the dbk SB bills processed for DBK Zero value.

Further I am also taking SFIC benefit so duty drawback is allowable?

An unit operating under SEZ Act 2005 to be issued an Identity card under Rule 70 of the Act for the entry of persons to the processing area of SEZ. But the act is unclear about who is responsible whether Developor or Unit for issue of ID card and maintain the account of the same. It would be helpful if anyone can clarify.
