How to treat govt grant for construction of building

dear sir,

i am auditing a association which is registered under trust and societies act. now my question is the association received 50lakhs grant from government for construction of a community hall.

i want to know that how to treat this receipt in the balance sheet. it is carry forwarded to next years until completion of community hall.

please guide me

Applicability of caro - 2003

Whether CARO-2003 is applicable for MAY-2015 exam? Because section 227(4A)of the old companies act(i.e. The Companies Act,1956)requires reporting on CARO matters but corresponding new section 143 of The Companies Act,2013 does not mention reporting on CARO. So whether we have to prepare CARO-2003 for MAY-2015 CA FINAL examination or not?
