Basis for calculating vat liability

In the case of a vehicle dealer kindly clarify if the monthly sales tax liability is to be calculated on the basis of invoice dates,physical delivery of vehicles or on the basis of full payment received before the due date of paying sales tax i,e 21st of the current month.
