one of the Institution Made an expenditure of Rs.70lakhs for Campus networking whether is this Assets for the Institution or not.

Campus networking cannot be considered to be an asset. However, if you can prove that benefit of such expense is going to defer over a period of time, you can consider it as deferred revenue expenditure.
