31st March 2017 has gone. Now can I file IT Return for the Assessment Year 2016-17. Some one has told me that there will arrive a penalty of Rs 5,000 if I file now ITR for the Assessment Year 2016-17.

You cannot file the IT return for AY 2016-17 now.
