What is the difference between Builder and contractor as per AS7? and to whom AS 7 is applicable?

A builder is the owner of land or have the ownership rights whereas the contractor is the person appointed by the builder for the purpose of constructing the building and does not have any right in the building except his contact amount. Builder can sale the constructed building whereas the contractor cannot sale it.
