Applying form 13 lower deduction / nil deduction of tds

If the assessee doing the business of transportation of passengers under section 194c and filed the return every year 4s ( every year get refund ) ,is there any possibility to apply form 13 under section 197 for lower deduction / no deduction of TDS ?
