Applicability of st in freight of excisable

Pls clarify weather ST will be applicable on freight paid to transporter in respect of carrying excisable goods/raw materials,

20 September 2016 Service tax applicable on excisable goods/raw material transportation through goods transport agency. Input tax credit on Service tax paid on inward transportation can be claimed on excise duty payable.

We are the seller we do not charged
freight in invoice the goods price are
inclusive freight charges however its our
responsibility to carrying the goods at the
Buyer premises hence we have to hire vehicle from transporter also have to paid the freight to transporter for the same. Please let me know in this scanario can we avail input credit of ST or not

ST on 60% value with 40% abatement

my friend who is the partners in one of the partnership firm however the firms turnover is below 1 core hence audit u/s 44AB not applicable, can you plz let me know what is due date for filing IT return for firms of AY 2016-17 if books is non auditable weather it was 7/8/2016 or 17/10/2016
