A indian based private limited company wants to provide consultancy service to foreigners and receives consultancy fee from abroad. whether it needs any registration under FEMA ? if yes what is the procedure kindly let me know

You have to apply for Importers and Exporters code first.

Then only , you can raise the invoice on the foreign service receivers and realise the money in India.
