Hi Sir,
Can you tell me in which circumstances we can issue a debit/credit note? can we issue a debit note against short receiving of goods or against rejection of material?

Debit note is issued whenever the customer wants to deduct some amount from the creditor.
In case of short receipt of material or rejections, the customer will deduct the amount for the same from the vendor.
So, debit note will be issued to the vendor in such a case.
