i have one doubt plz solve this.
i am b.com graduate and intrested to do CA
if i registered to IPCC Grooup and failed in
first attempt. is it necesory to pay the registration fee once again.

plz solve this quistion.

No, need to pay again registration fee. You will pay only examination fee. Registration fee is one time payment.
