My friend having income from contracts(194c) rs 2365000& income from insurance company (194D) rs 23456.. May I use ITR_4 As presumptive basis on this income for FY 2016_17?? or which return is suitable for this income??

yes. you can use ITR4. Show insurance income as income from other sources
