Dear Sir,
Our annual turnover is below 1.5 crore. Whether we need to file 3B return for the October 2017? Or we have to file quarterly return?

If you are regular dealer then YES... GSTR 3B is mandatory Upto December 2017...

In all cases GSTR-3B is mandatory till December 2017 also quarterly returns have not been made available so far.
