please explain me about the application and account of kerala vat on an automobile dealer who purchasing both used vehicle and new vehicle for resale

i) KAVT has to be paid on the sale value for both ,new as well as old, vehicle @ 12.50% subject to claim of input credit if any.
ii) Section 6(2) attracts on purchase of old vehicles from unregistered dealers.
