I have changed my job in February 2014 and have been asked to give income tax declaration for 2013-14.
Is it mandatory to declare my previous employers income?
If not, can I pay the Tax payable(if any) later(but before 31st July 2014)?

it is not mandatory. but yes, for delay in tax payment would attract interest liability
