when my CA Final attempt is due?

sir,
i am a CA Final student. i passed my CA PCC examinations in NOV-2009 exam. my articleship is ending on 15 sept 2011. so to the best of my knowledge i will be eligible for nov-2011 attempt.
but when i contacted to delhi branch they are saying that i am eligible for may-2011 attempt. at the same time bombay branh as well as pune branch denies for the same.
so pls show me correct way to move up in above scenario.

As per pcc rule you should complete 3.5 years articles, which u can take in nov 2011. If they going to change with in that t take before 6months then you can take in may 2011..
