Availment is just taking the credit in to books based on the bills. Utilising is the using that credit against the payment of the service tax. you should avail the credit and then you can utilise the same for payment

Cenvat is availed at the time of receipt of input and capital goods in factory or premises, and on input service, on the receipt of invoice.
It is utilised at the time of making payment of excise duty or service tax.
