can we treat differed revenue expenditure as outstanding asset at the end of financial year?

yes, we can do that.
e.g. 500,000 is actual revenue expenditure.
100,000 is charged off in the current year
400,000 shall be carried over to next year and will be shown under asset side of balance sheet.
