Verification of Valid PAN Card in the case of TDS deduction

Sir,
Please read the following situations and guide me.
1. A person who is enaged in the transport business and the PAN card is in his name (proprietor). However the proprietor's name is different from his firm name. Moreover, he is hiring the trucks / lorry from outside and issuing GRs / Bilty of his firm.
How can we verify that the transporter is having valid PAN Card and whe should deduct TDS at higher rate.
2. A person is engaged in the business of Job-work / commission agent etc. . The PAN Card is in his name (Propritor). However, the propritor's name is different from his firm's name and all invoices are issued in the firm's name.
How we can verify that the above firm is having a Valid PAN Card? Can we deduct TDS at higher rate or not?

ask trasporter to mention PAN on his bill and attach a copy of same PAN with the bill than you are safe
