if we file online vat return on time. and hardcopy not file then penlty we applicableor not???

depends on State VAT Act, but as natural justice, No penalty will be applicable.

Penalty may not be there, but the return may be invalid, In Karnataka, need to subimt Halfyearly the hardcopy of return
