IS VAT on raisins in maharashtra reduced to zero percent from 5%???

in budget they declared that 5% vat on dry fruits.. but on 2/4/2012 in meeting with ajitdada pawar that "vat on raisins (BEDANA) reduce to 0%" but yet pass on parlment or not???
