VAT on issue of material on recoverable bais

Pl. clarify whether( AP) VAT is payble for the free issue of material in a works contracts, in the event of recovery of the cost of the material from the contractors bills.

Dear Sir,
based on the Hon'ble Supreme Court Judgement in the case of Rashtriya Ispat Nigam Limited Vs State of Andhra Pradesh [1998] 109 STC 425, where material supplied and thereafter the cost of material recovered or deducted in the bills raised by the contractor amounts to sale
