Is the rate of VAT remains same for motor vehicles in all over the country? what is it that changes??

Rate of VAT is same only on gold all over the country. Except that it differ on all items as per change in state.

vat in maharashtra is 12.5%
in West Bengal 14.5% (cars above 10 lakhs)
