Can contractor charge wct from contractee in his bills? If yes, Contractee has to pay the charged amount to government or he has to compute it again by adding service tax into it?

Yes contractor can charge wct in his bills. contractor(not contractee) has to pay the charged amount to Govt.
Contractee has to pay service tax on it, if reverse charge applicable.
