I am running business as Proprietor concern and into trading of Goods. So, whether i as liable to pay service tax on RCM for Bills received for transportation. Where Consignee is other party. If i am regeistered with Excise Department then it will make any difference?

Payment of service tax on GTA under reverse charge , in case of individuals would not be applicable.
reverse charge shall be applicable if you have excise registration.

You are not liable to pay service tax under RCM. But if you are registered with excise dept then you are liable to pay service tax under RCM.
