Transfer on medical ground after 1 year of articleship

03 August 2014 I have three queries-

1.Whom a govt. doctor will address in his medical certificate (in which the fact regarding a rest for 3 months or more in case of a disease be mentionrd)to (The principal of the article or the ICAI)?

2.whom the latter (with a request for transfer on medical ground along with Principal Approval and Govt. Doctor Certificate)of application for transfer on medical ground should be addressed by an article (ICAI head office or concerned regional office and in either case who will be the concerned authority.If I'm from Central Region).

3.Is their any complexity involve for transfer on the same ground?

complexity is always there. specially if the certificates are false
