I just want to ask that I want transfer n my Sir not giving,in this case if I mail to icai will it work???

nope...it wont work...ICAI doesn't intervene in such matters.

As per my suggestion simply have a chat with your employer and try to convince him in a friendly manner regarding the need for taking transfer. That is the only way out.
