Dear Sir,
My brother is working in American Express (A MNC) and he is a qualified chartered accountant. Can i take secondment under him?

yes there is no such restriction so u can do that.

there is no restirction in case if the company is registered with icai for imparting industrial training so u need to enquire the regional icai chapter near you for the list of those companies registered with icai for same.

can anybody tell me that is it necessary to take industrial training in an industry approved by the council, or we can take that from anybody? please reply fast..

sir in this link it was mentioned that
" in any of the financial, commercial, industrial undertakings with minimum fixed assets of Rs. 1 crore; or minimum total turnover of Rs. 10 crores; or minimum paid-up share chapital Rs. 50 lakhs; or such other Institute or organisation as may be approved by the Council from time to time" it means it involves other co. too which have assets 1 cr, turnover 10 cr. etc.
