2)it is a little risky way..you should have
(i)enough proofs to proove that your boss not making payment of stipend
(ii)you should have enough proof that you are working properly as per icai regulations...
Please contact nearest regional branch of ICAI , you will get exact and best way/procedure to complain on your boss..
