2)AFTER GETTING PERMISSION YOU CAN SUBMIT FORM 109

3)AND THEN JOIN WITH OTHER EMPLOYER AND FILE FORM 103,102

30 June 2013 1)Yes you can get transfer with this reason..

2)it is a little risky way..you should have

(i)enough proofs to proove that your boss not making payment of stipend

(ii)you should have enough proof that you are working properly as per icai regulations...

Please contact nearest regional branch of ICAI , you will get exact and best way/procedure to complain on your boss..
