Trader regsistration compulsion

A trader is purchasing from manufacturer and issuing commercial bills to its party without passing cenvat duty. Is he is bind to take registration as first stage dealer under Central excise even if he is not using cenvat duty.

No need to registered with central excise if dealer is not passed the cenvat credit.
