TDS under 194J instead of 192

29 June 2023 My friend is salaried person. His TDS deducted under 194J instead of 192. His office says they pay everyone as freelancer. He is eligible for refund. Can he file IT return as salaried employee and claim refund?
Or
He has to file IT return under PGBP?
