A (India) is a liaision office B (USA).In case B offers online support service to customer of A on regular basis, whether tds is applicable

A cannot have customer. Rather B should have Indian customers and "A" should be providing support to them.
Please check as it can have serious implications under Income Tax specially as now all Liaision Office's are required to file return in specific format.
