loan is taken from a pubic sector under taking which is establised by central government. interest on loan is paid which exceed the limit specified u/s 194A. whether TDS should be deducted?

only if such public sector undertaking is exempted vide notification issued by Central Government (refer 194A(3)(iii)(f) or if it is covered under 194A(3)(iii)(b).
