whether NIL TDS return is mandatory to file.

no. nil tds return cannot be filed subject to certain conditions. For eg 24Q for Q4 needs to be filed for generation of Form 16 irrespective of whether there was any tds deduction Q4 or not.

Nil TDS Return not possible if there is no deductees and also nil amount deducted.
However nil tds return may be filed if nil amount deducted but dedcutee details available.possible in below cases
1)those employees whose salary before VIA deductions exceed Rs.2.5lakhs(For a.y.15-16)those details mandatory to show in tds return.
2)details of transporter to be reported at nil deduction as mandated by ammended rule 31A
3)lower/nil deduction entries if any have to be reported in TDS return.as per rule 31A

Additionally, in case of NIL return when return filing not required you need to submit online declaration for Nil statement @ www.tdscppc.gov.in
