MY INCOME IS BELOW TAXABLE SLAB.SO I AM NOT FILLING INCOME TAX RETURN.I GET INTEREST ON FD ON WHICH TDS IS DEDUCTED.CAN I GET TDS REFUND.IF YE HOW ?

You should have submitted form 15G/15H for non deduction of TDS. Now only way to claim refund is by filing your income Tax Return.
