Tds rate on testing of material

13 July 2016 Dear Sir/Ma'am,

Please suggest the TDS rate if applicable in this matter :

Sample testing charges - 4,400/-
Service tax @ 15% - 660/-
Total Invoice value - 5,060/-

I have to create bank payment voucher but i dont know whether TDS has to be deduct or Not.

13 July 2016 TDS is applicable subject to limits specified in section 194 J
