PLEASE CONFIRM SUBJECT OF TDS IN CASE A TRANSPORTER HIRE AND PLACED MORE THEN 10 TRUCK NOT OWN TRUCK

Yup, if the transporter is not the owner of more than 10 fleets then no TDS should b deducted. But there must be a declaration attached as a confirmation by the transporter regarding the fleets owned by them.

yes you have to deduct the tds u/s 194C 2% on company and firm and 1% for individual & huf.
non-pan case @ 20% tds will be deducted
