Dear Experts,
Whether TDS applicable to payment to web portals for image purchase, free lancers providers, or some other purpose through credit card in foreign currency?
If yes what is the procedure as this portals don't accept lesser payments?

No TDS applicable on such payments. In case of Royalty and fees for technical services payments where TDS is applicable you have to bear the TDS, in case deduction is not allowed.
