TDS Liability on Payment of Arrangement fee (for securitisation)

I have to pay arrangement fee for securitisation to 'DSP Merril Lynch' and 'Deutsche Bank'. Whether there is any TDS liability on this payment.

If the residential status of such banks is Indian ( ie., for Indian operations local branch is situated), then TDS is attracted under section 194 J ie Professional or Technical Services.
If the residential status is NRI, then TDS is not attracted ( vide explanation to section 195)
If the residential status is NRI, then TDS is not attracted ( vide explanation to section 195)
