please let me know what is the rate of tds for a professional chareges in USD 120 to non resident.
AND how to calculate and fill form 15CB if tds to be beared by the payer, irrespective of tds bill amt USD 120 to be paid to non resident.

Tds rate for professional charege is normally 10 % if pan not available then 20 %
you can file 15 CA form reffer below link

Mr Yuvraj has replied correctly and perfectly.
But the practical aspect is that assign this job to your CA or find out CA.
CA will determine the exact amount of TDS. Recently there had been a change in the procedure of 15 CA and 15 CB.
Without CA's Certificate you will not be able to transfer the amount.
However, option is available that you can gross up (TDS plus USD 120)the amount of TDS enabling you to pay USD 120.
