Is it mandatory that a person or a company who had paid IT under TDS to file his/their Income Tax returns?

Your question is not clear.
Every company registered under companies act should file IT return, no doubt in it.
A person whose income is crossed taxable limit should file IT return. No doubt on this also.
But the person whose income is with in the taxable limit can file IT return to get TDS deducted and paid from his income by others.
I think, it is clarified.
