Tds deduction for getting technical training outside india

26 July 2012 we got technical training from a company outside india and training services has been taken place also outside india. foreign company does not have any establishment in india

the foreign company raised bill on us, pl. let me know whether tds is applicable while making payment to abroad for such training? if yes ,under which section of income tax act.

26 July 2012 section 195. Please do not keep aside the service tax issue as well. It is also applicable.
