Tds deducted u/s 194a

My income doesn't fall under Taxable income but there is deducted showing in my Form 26AS
Section - 194A A.Y - 15-16 Total TDS decucted is more than 40K
I forgot to provide 15G form at that time .
Can i file ITR and refund that amount ?
Do i have to file ITR before 31st of March 16 ?
