Tds deducted above tds rate

Dear friensds,
One of my friend in army and his annual income is near about 400000 but his tds deducted 65000. Pls tell me what should be done so that his tds will deduct with slab rate.He has already register PAN card.Pls reply.... Thanks

For the over deducted TDS, he should claim the refund by filing the return of income.
