Tds deductable by the non residents

whether the non residents are required to dedcut tds from the payments made to the residents provided if the income of the resident is taxable under the income tax act.
If so every non resident who makes payment to the non resident is required to obtain Tan no. and file the returns. will it not a burden to the non resident to comply with the provisions of the Indian law

Even for NRI if makes payment to other nri then sec195 is applicable and needs to deduct tds u/s 195.

Refer to opening words under sec 195-"Any person responsible for paying to non resident..."
Any person also includes non resident making payment to other non resident in india except for salary sec 195 is applicable.

THE ANS IS YES TDS IS APPLICABLE EVEN FOR PAYMENTS TO BE MADE BY NRI TO RESIDENT FROM SEC 192-196D.
